Hi there ka,
For the weather, maybe you just bring one or two jackets i think it should be okay ka, on september it's normally between 10-20c ka.
for Norway, i myself 've never been there ka, but i heard it has lots of beautiful nature on the west coast but the weather can't be reliable ka :) you can take a flight from Stockholm and it takes about 50 mins to Oslo but my swedish friend said he would not recommend naka around semtember but it's just the opinion naka, you might need to serch for more info ..
