I'm in Russia now and can guarantee you that Thai passport holder do not need visa. Make sure if you fly in at the airport, fill in the immigration form and let the passport control stamp it as well as in your passport.
Registration is needed only when you stay at the same place more than 3 days. I stay 8 days in Russia but didn't register. Nobody will bother you. It's not as strict as before. Registration at your hostel or hotel will cost you around 250 RUB per time at an establishment (not per time you enter Russia) so if you change your accommodation a lot, you will pay a lot as well.
For the cost of food, accommodation, and admission fee, is as much as in western europe ka. Let's say a meal 10-25 Euro, hostel 10-25 Euro, admission of the church around 6-10 Euro, museum around 10-15 euro.
Further it's quite safe. Only Russian don't often see Asian so they can react in a negative way like poking at you, laughing at you(when they are in a big group of friends) or being not so helpful, but in general it's as safe as other european countries (except in Belgium and Italy)
