I am sorry that you are having such a struggle with your administrative people over the proper care of the panda cub.
First, I am pleased to learn that the cub was allowed to stay with the mother for a year. In China, they are usually torn away from their mothers at 3-5 months. Of course this is very damaging to the physical and psychological development of the cub, and we do not know how much the mother suffers from having her cub taken away from her at such a young age.
From what you describe, I see 3 issues.
1. Why are the mother and cub being forced apart? Ideally, you would allow the mother to wean the cub on her own, and then she would teach him to be independent. If people just take the cub away, both mother and cub suffer from the sudden and artificial separation.
2. Yes, panda cubs need to climb and play and to be engaged in a great variety of environmenal and behavioral activities. Pandas are built to learn to climb and to have accidents, and to get up and keep practicing. This is another thing for which the mother should be there - she will help him to learn to climb.
Making a sterile environment because it is considered more 'safe' for an animal creates the danger of forcing the animal to live under conditions that restrict its natural behavior and its cognitive and physical development. This directly violates the basic tenets of Animal Welfare, and is considered cruelty.
3. The cub is not even 1.5 years old and is now being foced to live in social isolation. This is unnatural, and we all know the devastating effects of social isolation on young animals and children. As stated in point 1 above, the mother needs to be allowed to teach the cub when it is time to separate from her. Separation from her before that and removing him into an isolated area where he has no conspecifics with whom to interact presents a deprived environment, and again is cruel. In China, the breeding centers have many cubs, and the cubs live together when they are taken from their mothers. In this way, the cubs, though prematurely taken from their mothers, at least are not socially isolated, and they spend an enormous amount of time playing and interacting with each other. But your cub is alone, which is not acceptable at his age.

จริง ๆ 
ขอบคุณในส่วนดีๆ ที่โครงการ ฯ ทำมา แต่ก็อยากให้ฟังข้อคิดเห็นของคนอื่นบ้างนะคะในส่วนที่ยังมีข้อบกพร่องสมควรแก้ไข
