The best solution is to put those dogs in quarantine and wait for so and so days.
If nobody comes and claim that it's his/her dog, then you can go ahead and do whatever you like.
Not just catch and kill right away. That's the most reckless solution I've ever seen.
Killing dogs is not the best solution.

I've never seen the same situation in my own neighborhood and I'm living happily with those dogs around.
