You can go to Italy before you get to France but not the other way round.
It is a national visa which allows you to enter France by transiting through ONE other Schengen country.

4. What does my visa mean? On the first line your visa states: FRANCE (+1 transit Schengen). This means that, while your visa is valid, you have the right to enter France on a direct flight or in transit through one other Schengen country. SCHENGEN COUNTRIES: Austria, Belgium, Denmark, Finland, Germany, Greece, Iceland, Italy, Luxembourg, Norway, The Netherlands, Portugal, Spain and Sweden. The visa allows you to come to France via one Schengen country, which means while you are on your way to France you may go to one other country on the first leg of your flight. (For example, if you book a flight to Germany, you may enter France at the final leg of your flight). Upon your arrival and before exiting customs, make sure your passport receives a stamp with the date of your arrival. If for some reason this is not possible, keep the stub of your airplane and/or train boarding pass or and any other document that helps determine the date you entered French territory.
