ลูกพีอาร์จะเป็นซิติเซ่นหรือเปล่า True, only if he or she was born in Australia. If he/she was born outside of Australia, at least one of the parents has to be an Australian citizen at time of his/her birth.

You're still holding a Thai passport, therefore, you are not a citizen of the Commonwealth countries. However, you have the right to remain in Australia indefinitely.

Migrant visas: New migrants are issued with a multiple re-entry visa when their immigration to Australia is approved. These visas allow holders to travel to and from Australia as permanent residents for up to 5 years from the date of grant.
After the initial visa has expired, if the holder wishes to continue to travel to and from Australia as a permanent resident, they must obtain a Resident Return Visa (RRV). See more detail here: http://www.immi.gov.au/media/fact-sheets/95documents.htm
In summary, the advantages of holding Australian citizenship are as follows:
1. You have the right to hold an Australian passport, and travel to many European and North American countries without having to apply for a visa for at least 30 days.
2. You have the right to remain outside of Australia as long as you want without having to apply for Resident Return Visa (RRV) (see above).
3. You have the obigation to vote in the elections (it is compulsory).
4. You can apply for certain jobs that are designated for Australian citizens only (for exmaple, any jobs with the state or federal governments, jobs with the defence forces etc.)
5. You child can apply for a citizenship after birth, even if he/she was born outside of Australia (if you are a permanent resident, and your child was born outside of Australia, he/she will remain an alien).
