agree with K. Click krub. I don't think you have to worry about whether you actually pay tax or not. In central texas where I live, the school will only ask for immunization records and proof of residency. If you are moving from Thailand, just get a letter in english from a hospital in Thailand showing what shots your kid has received so he/she won't have to do it again. The gov also can provide free immunization for kids and the school can provide the info on where to get one. Now, the proof of residency is needed so that the school can make sure that you actually live in the area that the school is responsible for. Even if you are illegal here, you can still send your kids to a public school for free. The first time a kid get to go to a public shool is when he/she is 6yrs of age on November ( I believe) for kinderkarten. Non english speaker child can attend a pre-kinderkaten when he/she is 5 yrs of age. You just have to check with the school in your area because not all the school will provide this. But you still would be eligible but might have to travel a bit further, that's all.
My advice is to check the rating of the schools in the area that you plan to move to. Not all the schools are the same, so if you do research, you can arrange to live in the area of a good school. It's well worth it even if the rent is a bit higher etc....
