well, the conclusion about accent was admittedly based on my personal observations (which could be inaccurate, I agree). However, insteading of asking me to sustantiate the claim by research, I think you can just simply look around to see pepole whom you know went to study overseas at the graduate level. Can you name anyone who can achieve the level of native fluency ? If you can't, that's a good proof.
Regarding the rankings you asked for, here they are:
Worlds' university ranking: SG has a university in no. 19, same rank as the University of Tokyo. Another SG's univ is also ranked in the top 100. I give you the link to the orignial report. You may need to spend a few minutes regiteresting (no charge) to be able to access the report. SG even made it to the world's top 10 in certain areas.

MBA ranking: only three universities in Asia made it to the world's top 100. Out of these three, two are from SG.
P.S I never looked down at anyone, espeically my fellow Thais. And I do not particularly favor Singapore. I just cannot agree with the idea to judge one country's education by the accent of English spoken in that country. If we follow this line of reasoning, then Thailand must be very lousy since we do not even speak English.
