I think the U. in America check credentials for Thai Higher Institutions too. At least, in my case, the U of Missouri has full report showing when it was established, how many Ph.D. faculties are in my department, what is grading criteria, and faculty research. So it was not quite true that they did not pay atention to the U name in Thailand. I am in the MPA committee who evaluate the MPA applicants' profile and I have the report to have a rough idea about grading inflation by U in America and in China. So technically, if I see the low GPA in China, I know that it is becuase their strong in math and econ, while the high GPA for community college in America shows grading inflation at the ungrad level due to some local cash cow program. And this can be compensated by GRE scores in math and verbal.
