It is quite easy to tell whether one is from Scotland, Wales, England, Ireland or America. A bit harder if you want to go down into which regions.
I do know from listening roughly where they are from; certain parts of London, public school boy (posh) accent, I can tell the difference in Bolton accent from its counterpart, Manchester. I can tell whether this individual come from Newcastle or Sunderland (although this is not quite accurate), Glasgow (nice part of Glasgow and rough part) or Edinburgh.
To be honest it doesn't really help you speak the language any better, but it does help when you want to make conversation (to find a topic). And people want to speak to you more if you can speak their dialect.
