If the TV is not properly functional, is not displayed openly in a way that can be interpreted as being in use. Then you may get away with it.
Are you certain that the TV receiver is not receiving any pictures at all? If it is found that some pictures (good or bad quality) can be displayed then you may be in trouble.
A universal remote control or a proper replacement one can easily be purchased from many places.
If you are certain that the TV cannot display sensible and watchable picture quality and has not been used since you purchased it I do not see why you should have any problems if you inform an inspector about this.
