One reason is that the black market does not have administrative cost or overhead rate such as legal paper and document processing as commercial banks do. The black market dealers do not have to comply with the rate set by the central bank, but they do rely on the national rate to set the price and exchanging rates.
Further, the dealers in the black markets can obtain the dollars at the lower rates than the banks due to several reasons including money laundering as Khun Adore mentions above. Money laundering in the black market could be the result of tax avoidance and businesses that do not have transaction records (may be illegal). This money laundrering makes the demands to sell dollars in the black market high and thus lowering the market price. When the dealers can buy dollars at the cheaper price, they can sell at the lowest cost. That is the way they make profits.
