You NEED to go to the police. That is all you need to do - have them take your story seriously, tell them you are now afraid for your family safety...You have to let the police know what had happened with your sister and your family after that. How she's doing now....I bet they'll listen, if you demand. Ask them what they are going to do about it. Now, the police don't feel what'd happened with your sister is a big deal - just the teenagers fighting which is a normal thing for them, but, not for us.
And If you still feel the police don't do their job, don't do enough to make your family feel safe, you HAVE to DEAL with the police, NOT with the bullies....bring up the race discrimination, if that is the case...because this kind of issue is a BIG deal for them. Tell them you'll make a big deal out of it, if they don't do their job....."I WILL BRING IT TO THE PRESS, I WILL GO PUBLIC ABOUT IT"....make it loud, let them know you are serious about it.
And the most important thing is....let the police put the story in records because if anything worst happened they - the police - have the evidences and somewhat they are, at lease, responsible.
I was so mad when you said that the police didn't record the situation. It means if anything happened in the future in your case, and if there were somethings involving with them, they are not more likely to be responsible for it..DARN!!!
Another way is to go to your sister's school - to the international student affair - consult with people who are in Charge with taking care of the international students. Those people know how to deal with it. If your voice is not loud enough , borrow others' s.
Please do it...if it is very important to your sister and your family.
