AFS Chile#40 represent ka!
I was there as an exchange student back in 2001 and had a chance to return back there again in '07. Chile is not a dangerous country at all. However, this doesn't mean that it's 100% safe because there are bad people everywhere but when comparing to other latin american countries, I can say it's the safest country ka. However, if your niece will be staying in Santiago, you might wanna tell her to be more careful because you know what capital city is like. There are more petty crimes nowadays in the metropolitan areas that what it used to be. You may wanna tell her to be careful in city like Vina del Mar and Valparaiso as well cuz I saw people who got robbed right in front of me. However, like I said, this is something that can happen everywhere and it was just my bad luck to go out in the late night. So, if your niece really takes care of herself and doesn't wander around in the night time, she would be definitely safe ka.
I know that not many Thais know much about Chile. My friends and family used to wonder the same things, just like you do. Chile is actually the most developed country in South America. It has different types of climate in just one country. People there, just like many latinos, are extremely friendly! However, they, esp. kids in school, love to party so you might wanna tell your niece about this. I'm sure that all exchange students who go to Chile would have to drink, at least chicha on National Day. Your niece should be very careful about this and not try to drink a lot if she's never experienced this before.
Most people can only talk to you in English for the basic conversation. However, note that people in Santiago tend to be able to communicate in English better than people from the other regions. However, AFS Chile will give all students basic Spanish course at the orientation camp ka. And your niece will have this phrasebook to help her to communicate for the very first month.
Another thing I'd like to add is that you should tell your niece not to lend money to her friends cuz she'd never get it back. This is true for high school students. It was like this when I first got there and it is still like this til the present day. :)
Internet is very common there and you can find the banda ancha (broadband) internet at almost every house. However, in case there's a problem with internet at host family's, your niece can also go to ciber (cybercafe) easily ka cuz it's available in every city. :) Oh, the speed there is way much faster than the one in Thailand too. :)
