I do understand that many people want to publish in the popular journal with a high impact factor. I also want the same thing. However, this doesn’t mean that the one that has a low impact factor will be a bad journal. Some journals show a low impact factor because it is a specific journal which is not widespread for readers to read. JWE has a low impact factor but this journal already on the database collection. By the way, it seems that you have got an acceptation already to publish with this journal. If I were you, I will go for it because I already decided to send the article to this journal for consideration.
My first publication was in the local journal of Thailand. It is not even in the ISI system (for Science journal). This paper has been cited 4 times by papers published in international journal under ISI system. Another recent paper published in quite low impact factor journal about 2. However, it has been cited 9 times so far. I think JWE is already in the journal system of your area. Then, it is good enough to go with it although it has a low impact factor. Next time, when you send you paper again, you may try the top journal first. If you don’t get it, you can try the lower one.
