1) Most universities consider your ACT or SA scoreT, GPA, and your extracurriculum activities ka..some schools will have you write an essay. You can also contact your school counselor. They have a lot of information about the university and college both in and out-of-state. Also my senior counselor looked at my GPA and ACT score and evaluate possibility about my prospective schools. In your senior year, it would be great if you can take some class that also receive college credit..so you don't have to take it when you are in college.
If your GPA or ACT/SAT is low. I suggest you to go to community college for the first two years to improve your grade...then transfer to University for your junior and senior year. It also save you a lot of money...but make sure that you take courses that can transfer to your prospective university (you can ask college counselor when you enroll). Many top rank universities have trasfer contract with junior college (but most of them require GPA 3.0 or higher at the time of transferring ka.)
2) I read those ACT prep book.
3) My family sent me cashier check and I deposite in my bank account in USA.
4) I don't think you have any job on campus in High school na ka. In college, you can work on campus job, unless your university permit you to use CPT (Mostly in graduate and doctoral program)...then you can do paid part-time internship of campus but have to be related to your study and required by your program.
5) I bought my car in cash (second hand) when I was your age, but my insurance was very high with permit license. It got a bit lower when I got my license.
6) I don't know what I-901 is ka.
By the way, I graduated HS about 10 years ago, so some info about college prep might already out-of-date na ka.
