Traditionally, the Bride side pay for wedding reception and the groom side pay for wedding rehearsal dinner, the church, and the rings ka (Sometimes those combine are worth more than wedding reception).
It also depends on the bride and groom, my cousin and her husband split half-half on the wedding cost (they used their own money na ka...not from their parents). Except the rings, the groom pay for them. I see this trend happend a lot lately ka.
About dowry, if the thai woman family ask appropriately as a tradition and intend to give back to a couple. I did not see anything wrong about it and a lot of farang won't feel as if they 'buying a bride'.
The problem usually happen when family intension is to do a bussiness deal through this marriage. If I am the farang guy, I probably don't want to married into the family and probably feel the same way ka.
