I live in Pittsburgh and I just helped my friend bought a car, get his license, as well as bought a used car myself! To answer your question:
1) You need someone who has a valid Pennsylvania driver license to go along with you to a DMV.
2) Pittsburgh (Allegheny county) requires your car to be inspected up to date - that means you need 2 valid inspection stickers on your windshield (one of them is for smog and I believe the other is for the overall condition). Make sure the car has these two stickers.
3) Make sure you can parallel parking really well because they will test you on this and don't forget to turn your signal when you attempt to do parallel parking exam.
4) There are two situations when you buy a used car. 1) You buy from a dealer. They will take car of everything for you from registration, license plate and inspection. so you don't need to worry about that 2) You buy from a private party. Go to a "Rotary Service" (search on google for the nearest one to your house). They will tell you step by step what to do. Just make sure the previous owner has the Title of the car.
5) Get an auto insurance before you decide to buy a car. You can't buy one unless you have insurance. My suggestion is to get one from "Erie Insurance". They are the cheapest one I found in Pittsburgh and their coverage is nationwide.
