If a place is subsidized by the government, I don't think you should be ashamed. Because you are a Thai citizen so you get to pay much less than the real admission. Your government offers you that benefit. That's why foreigners have to (and should) pay higher admission, IF they want to visit such a place.
As for price gouging by private sectors such as restaurants, tour guides, cab fares and etc. (meaning they charge BOTH Thais and foreigners at the same, exorbitant price), I think that is quite different. For example, many restaurants take advantage of their locations and their positioning. You'd pay higher price eating at See-Fah than grabbing a quick bite from a street vendor, so to speak. Last month I was in Vegas and paid $3 for a small bottle of water. That is just how demand and supply work. If it wasn't 130 degree in Vegas and I hadn't had water for over 3 hours, there is no way I would buy it.
The only thing about tourism in Thailand that I can think of right now that would make me ashamed is when Thai people CHEAT. As long as the price is communicated cleary beforehand, I don't care if a place will charge each patron $100 per visit or $25 for a bowl of Tomyum soup. The customers will decide if those businesses should survive.
