Not until you have been a resident and married for at least 1 year (special provisions, see below)
If you are attending a course at a normal university then you have to be a resident for 3 years before qualifying for "HOME RATE"

However, there are special provisions for students on courses of further education (FE) and, in Northern Ireland, courses of higher education at an FE college.

if you are in one of the following groups you will be charged home fees by most institutions in England for FE courses funded by the Learning and Skills Council (LSC) and Colleges of Further Education in Northern Ireland for FE and HE courses funded by the Department of Education and Learning:
- people whose husband or wife or civil partner is 'settled' in the UK, [see Box 1 for meaning of "settled" and who have been married or in a recognised civil partnership for at least one year, and resident in the UK for at least one year.
Instead, you could and should take a Higher National Certificate (HNC) or Diploma (HND) in mechanical engineering at a College of further education after having been there for one year, that way you will be paying HOME STUDENT RATE.
Please bear in mind that nowadays to get to be an apprentice is not an easy task.

Experience is everything.
Many firms (I know of) would prefer to employ people with lower degree+ many years experience to those with higher degree but less or no experience.
