Apply for E-Passport at Thai Embassy DC

I plan to drive up to DC to apply for E-Passport tomorrow. I did not see any remark in the Passport webpage that I need to make appointment. However, I tried to call embassy & consular service all afternoon today and nobody picked up the phone T_T
So my question is: Is the embassy closed right now (even though tomorrow is not a holiday)? does the embassy accepted walk-in application?
