I'm sorry that I can't agree with you krub.
From my point of view, the problem is not about the quantity of the officer as you argued. As a matter of opinion, I think we need more officers in the system krub. However, we need a good one.
Our government service is still terrible according to my experience. Like the creator of this thread, I used to work in the embassy before. And honestly, you don't know how much work we have to handle, especially during the peak tourism season in Thailand such as Songkran for instance. Some embassy officers needed to stay until 12 am to finish all documentation works. It's very stressful job krub.
The problem we have here is the abuse of the system and the officers itself krub, not about the quantity of the officers. The corruption, like many here said, is considered as exercising power that he/she/they can manipulate the system and get away from the rules. Even our ex-prim minister that you referred to, he once brought his son to the country where I was living using all government expenses for his son to travel for FREE. This is fact as I experienced this myself.
You can see that it is about the abuse of the system and some officers, politicians are still enjoying it. It's true that some officers are good and they actually work very hard. But some (I would say lots of them) are just enjoying themselves and wasting our country tax. These people don't even know how to work. They came into power because they know how to manipulate the politicians who have power to promote them.
The solution to the problem is, like the King said, we need to support good people to get promoted and deter bad people from coming into the power. We should employ this rule regardless of their status or relationship with us. The problem Thailand has is about promoting the one you know rather than the one who actually work well. Thai people can't distinguish between work and private relationship. This is BIG problem that our country has krub. We always care for our friend, someone we know rather than the quality of that person. That's why this corruption happens krub.
This is my opinion only. Please feel free to share krub.
Highly Regards,
