I've lived in GA for some years and once was Dr. Sombhong's patient. From my OWN experience, I can assure you that as a physician, Dr. Sombhong was very, very generous to me (as well as to my pocket ) since at that time I didn't have health insurance. He used to have his own practice and I just heard recently that there was a certain THAI woman who called him during late hours due to an accident. He went to her residence (in this time and age seriously, where can you find a doctor who would do that if he's not your family member or a friend of yours?) and took care of her wound right then and there. This incident happened a long while ago and the woman has not paid him.
For those who wondered why Dr. Sunisa would have to pay for her patient's bills if they're default, I think it is not a must for her. It seems to me, from what the article says, that she might have vouched for Thai patients to get discounts. I guess it started out from her generosity towards her fellow Thais but in some cases (hopefully not many) it backfires unfortunately.
