Universities don't know you, so they want to be sure that you are real guys/girls who have really graduated; those letters are like something to confirm your status as all referees write the letters in positive way for your benefit.
Only outstanding students will receive most excellent letters from their teachers.
And it is quite different when the letters come from employers, managers, team leaders, or senior colleagues because they probably know you well in terms of your working quality and performance.
Besides, to study in postgraduate level in foreign countries, the most important thing is letter of motivation or statement of purpose. Of course, universities need best students, but it is possible for moderate students to be accepted because experiences and motivations can make them different from others.
You can't change your past. You might not do well in bachelor level, but you can improve yourself. Opportunities always open for ones who never give up to develop themselves. Why do you have to stick to your profile in university? You may work for a couple years and then ask for a letter from your employer or people I mentioned above.
I know you are talking about letters from university teachers, but you should broaden your view about this issue. Many times that letters from employers are better than those from teachers.
