At UC-Berkeley, if you have a family (wife&kids), you can apply for the university family housing program, which is relatively cheap (very cheap for the bay area standard). My friend paid around $600 for a two-bedroom apartment in the old-housing unit. It's a bit more expensive for the new unit, but I still call it cheap, consider that the off-campus average is $1500. I don't know much about the detail, but believe that you can find it on the university website.
Stanford has a better housing program, both on- and off-campus. I don't know about now, but it used to have a guaranteed-housing for first year students (both grad and undergrad), which was also subsidized by the school (that meant the rent was not as outrageous as off-campus, non-university housing). Again, you should check out its website (http://www.stanford.edu/dept/hds/shs/index.html ).
In any case, my suggestion is to check out the university housing first, that's where the nice and the cheap are. Good luck!
