I believe you are experiencing culture shocks. That also happened to me. Loosing my confidence when moved to a new country: I was utterly lost. Its very natural.
There are several ways to overcome your fear and regain confidence. The best is to do it gradually: one step at a time. First and foremost, try the simplest task like going out by yourself, survey on foot around your neighbourhood and take notes of any landmarks and bus numbers that pass those routes.
When you feel more comfortable, escalate to the next level
may be go to a park or public library observing people. Mostly, youll see some regulars probably more of senior citizens. Then gather your confidence to strike some general conversations with them i.e. interesting sites, story/history of your town. Mostly, they will be happy to tell you the story. The next thing you know, youve already made some friends. Then move on to another level. Each week try different things/tasks. Sooner, you will regain some confidence to meet and converse more with strangers. Consequently, your English will improve from practices.
When I had arrived, I was afraid of every thing. I was completely speechless when the locals talked to me because I could not understand a word. I decided to go to the public library near where I lived. I went every day for a week. First, just read some books there then collected my courage to ask the librarian some questions about the library and the city. That day I went home with a library member card, tapes to practice my English and a city map. With the city map, I surveyed the city on foot understanding the city plan and most importantly the road system. I noted down bus numbers and routes of places I had or wanted to visit. I then tried riding those buses.
I visited the library as often as I could. The next thing I knew I gained a Taiwanese friend to survey the whole city with me. I was also paired with an old lady who was a member of a club which helps foreigners to improve English. We met twice a week for my English conversation practices. Not only she helped me with my English, she also assisted me to better understand the cultures, environments, city life, political systems, etc. Through her, I knew other organizations that aid foreign students to cope with culture shocks. As a result, I met many other interesting people, my English improved a great deal from having more practices and my confidence was regained.
