Life/Shopping [1 Oct 2004]: VAT Refunds ("Tax free shopping")
From 1 October 2004 the rules for VAT refunds for students are changing. If you are a student from outside the EU, you can claim a VAT refund on goods which are bought in the UK (in shops which offer "tax-free shopping") within the 4 months up to the end of your studies, and you must plan to remain outside the EU for at least 12 months after leaving. For example: if your visa expires during July 2004, you can buy goods under the scheme any time between 1 April 2004 and 31 July 2004, but you must be planning to remain outside the EU until after 31 July 2005. On the claim form you must sign a statement saying this: if you make a false declaration, your goods may be seized or you may have to pay a fine. If you are planning to come back for a holiday or for further studies in the UK or another country in the EU within the following year, you cannot apply for a VAT refund.
The rules have been changed because some international students were abusing the VAT refund system.
