ซึ่งนี่ก็เป็นส่วนหนึ่งที่ทำให้แปลช้าด้วย มาเสร็จเอาเย็นนี้จริงๆค่ะ เลยต้องรบกวนทุกท่านเอาป่านนี้ T_T

จากการประชุมเครือข่ายเพื่อคุ้มครองเด็กจังหวัดกระบี่ ครั้งที่ 3 ในวันที่ 18 สิงหาคม 2549  ที่ผ่านมา ที่ประชุมมีมติให้มีการประชุมวาระพิเศษเพื่อหาเป้าหมาย และแนวทางการทำงานร่วมกัน  องค์การช่วยเหลือเด็กแห่งสหราชอาณาจักร ร่วมกับองค์การยูนิเซฟ จึงได้จัดการประชุมครั้งนี้ขึ้น โดยมีวัตถุประสงค์ต่อไปนี้
• จัดทำเป้าหมายการทำงานของเครือข่ายร่วมกัน
• สร้างความสัมพันธ์ในเครือข่ายให้แน่นแฟ้นยิ่งขึ้น


In the 3rd child protection inter-agency group provincial meeting on 18 August 2006, participants agreed that the group should setup a special session. The main purpose is for discussing the goal and method on how we can work together in child protection area. For this reason, Save the Children UK, and UNICEF, hosted the meeting with the following objectives;  

• To define the goal of Provincial IAG team
• To build a stronger relationship within the network










ก่อนจะเริ่มเข้าสู่กระบวนการจัดทำแผน ทางองค์การช่วยเหลือเด็กแห่งสหราชอาณาจักรได้นำเสนอข้อมูลและกิจกรรมเรื่องการเสริมสร้างความตระหนักในประเด็นการคุ้มครองเด็ก (ตามเอกสารแนบ) เพื่อเป็นการแลกเปลี่ยนความคิดเห็นกับผู้เข้าร่วมประชุม ในประเด็นเรื่องต่างๆ ดังนี้
• ความหมายของการล่วงละเมิดต่อเด็ก
• ประเภทของการล่วงละเมิด  (เอกสารแนบ)
• ความเชื่อทั่วไปเกี่ยวกับการล่วงละเมิดเด็ก
• ความหมายของการคุ้มครองเด็ก/ หน้าที่ขององค์กรในการคุ้มครองเด็ก


Before participants begin the planning process, Save the Children UK presented informations and activities about raising awareness about child protection (Attached document) in order to discuss with the participants about the following issues

• Definition of child protection.
• Types of abuse. (Attached Document)
• Common beliefs about child abuse.
• Meaning of child protection / Organisation's responsibility in the area of Child Protection











ที่ประชุมได้ทบทวนเนื้อหาของการประชุมสามครั้งที่ผ่านมา ในหัวข้อต่อไปนี้
• ขอบเขตการทำงานของเครือข่ายเพื่อการคุ้มครองเด็ก ซึ่งครอบคลุมถึง
o แลกเปลี่ยนข่าวสารข้อมูล เพื่อขอความร่วมมือ ช่วยเหลือ ลดการทำงานซ้ำซ้อน
o เป็นกระบอกเสียงเรื่องการคุ้มครองเด็ก เพื่อสื่อสารกับหน่วยงานที่เกี่ยวข้อง
 ผลักดันนโยบาย และโครงสร้างด้านงานคุ้มครองเด็กให้พัฒนาขึ้น
 รณรงค์สร้างความตระหนักในชุมชน
• รวมกลุ่มเพื่อสร้างศักยภาพให้แก่คนทำงาน เช่น การจัดอบรม หรือเวทีแลกเปลี่ยนความคิดเห็น

Participants reviewed issues that were discussed in the last three meetings, which are

• Scope of child protection inter-agency work includes;

o Exchange of informations,  working collaboratively, and  reducing area of duplication within the network
o Act as a spokesperson for Child Protection issue, and to
 Communicate with the related agency
 Advance the improvement of child protection structure and policy
 Campaign for Raising Awareness About Child Protection in the community
o Building capacity for those who work on child protection issue, such as arranging the training or the consultation meeting for them













• การวิเคราะห์การทำงานด้านคุ้มครองเด็กขององค์กรในพื้นที่  และสถานการณ์ด้านการคุ้มครองเด็กของจังหวัดกระบี่ (เอกสารแนบ) ทำให้เห็นได้ว่าส่วนงานคุ้มครองเด็กยังเป็นงานที่ต้องการการพัฒนา เนื่องจาก
o การวัดผลเป็นไปได้ยาก
o บริการทางสังคมมีอยู่อย่างจำกัด โดยมากมีเฉพาะในตัวจังหวัด (เมื่อเปรียบเทียบกับโรงเรียนทุกตำบล และโรงพยาบาลทุกอำเภอ) ทำให้การเข้าถึงบริการเกิดช่องว่าง
o บริการที่มีอยู่กระจัดกระจาย

• Analysis of the local organization's child protection work and child protection situation in Krabi Province (attach document) shows the need to improve child protection work due to  

o Hard to evaluate.
o Limited public services, and they are mainly located in the central area of the province (compare with every school in district and amphur) resulting the gap of service.
Services are spreading around, not located in a particular place












เมื่อผู้เข้าร่วมประชุมเห็นควรจัดทำแผนการทำงานร่วมกัน  จึงได้มีการระดมสมองเพื่อกำหนดเป้าหมายการทำงานของเครือข่ายเพื่อการคุ้มครองเด็กจังหวัดกระบี่ ดังนี้
เป้าหมาย  จังหวัดกระบี่มีการคุ้มครองเด็กที่มีประสิทธิภาพ
• การดูแลคุ้มครองเด็ก
o ระบบบริการ
 ภาครัฐ    ผลักดันระบบการคุ้มครองเด็กในจังหวัดให้เป็นรูปธรรม และชัดเจน
 NGOs
• สำรวจบริการที่มีในภาครัฐ และเสริมงานบริการในส่วนที่ยังไม่สมบูรณ์
• ประสานงานระหว่าง NGOs เพื่อลดความเหลื่อมล้ำในการทำงาน
• ส่งต่อ case


After agreeing on planing the work together, participants then brainstorming for the goals of IAG Krabi, they are

Objective For Krabi to have effective Child Protection

• Child protection.

o Service system
 Government Sector – to make child protection system a concrete and clear part of the services in the province
 NGOs
• Survey the public services, and offer the uncompleted service
• Coordination between NGOs in order to reduce overlapping activity
• Case referral












• การป้องกัน
o เฝ้าระวัง  โดยจัดกิจกรรมแบบต่อเนื่อง เพื่อสร้างให้เกิดการแลกเปลี่ยน
o ใช้สื่อ ในการให้ข้อมูล และเผยแพร่
• การติดตาม ประเมินผล
o ฐานข้อมูล เพื่อติดตามผลการทำงาน
o นำข้อมูลไปใช้ในให้เป็นประโยชน์ในการเสนอปรับปรุง
• การสร้างศักยภาพคนทำงาน
o ให้ความรู้ ทั้งในด้านการดูแลคุ้มครองเด็ก และการป้องกัน
o สร้างเครือข่ายให้เกิดการทำงานร่วมกับระดับท้องถิ่น

o ดำเนินการผลักดันสู่ภาครัฐ

o กำหนดทิศทางการทำงานที่ชัดเจน

o To collect and study informations and services available
o To urge the government to participate in child protection work
• 6  months
o Define a clear direction of work











ที่ประชุมตกลงให้มีการประชุมเครือข่ายการทำงานเพื่อคุ้มครองเด็กจังหวัดกระบี่ทุกวันที่ 6 ของเดือน  โดยกำหนดการประชุมครั้งต่อไปในวันศุกร์ที่ 6 ตุลาคม 2549 ในเวลา 9.30-12.00 น. ที่สำนักงาน T-LAC  โดยมีวัตถุประสงค์เพื่อ
• รับรองแผนงานที่ได้ประชุมในวันนี้
• กำหนดบทบาทของแต่ละองค์กร เพื่อให้เห็นช่องทาง และการประสานงาน
• นำข้อมูลเกี่ยวกับการคุ้มครองเด็กที่มีอยู่ในแต่ละองค์กรมาแบ่งปัน เช่น ข้อมูลจากโรงพยาบาลกระบี่
• พิจารณาการเชิญหน่วยงานภาครัฐเข้าร่วมการประชุมเครือข่าย

ทั้งนี้ ทางองค์การยูนิเซฟ จะได้ทำสรุปรายงานการประชุมครั้งนี้ ส่งให้กับหน่วยงานที่เข้าร่วมประชุม และหน่วยงานอื่นๆ ที่มีความสนใจแต่ไม่สามารถมาเข้าร่วมประชุมครั้งนี้ได้ ภายในวันที่ 22 กันยายน 2549

Participants agreed to have child protection inter-agency group provincial meeting in Krabi every 6th day of the month. Next meeting agenda is on Friday the 6th October 2006, 9.30-12.00 am, at T-LAC Office. The objectives for the meeting are      
• confirm the working plan participants agree on in this meeting
• Define a role in child protection for each organization, in order to create ways of work and collaboration between organizations.
• Share information about Child Protection work of each organization within the network. For example Krabi Hospital's informations on child protection work
• Consider inviting organization in government sector to attend the IAG meeting

Save the Children UK will conclude this minutes and send it to attending organization, and those others who interest but unable to attend the meeting, no later than the 22th September, 2006.
