Ok, dig this:
Could and Would are NOT the past form of Can and Will,ok? They usually have NOTHING to do with time or tense.
Could/Would inflected to render the 'mode', not the tense. If you're not familiar with this aspect, then find some good grammar books to study.
Could you please/Would you please...? (do you feel time involved there?)
I could but I won't (now if Could denoted the past, do you find it contradicting in time with Won't?)
Makes sense?
So whenever you 'would like' to express sth in the past involving the subtlety of the mode, you'd say: I could/would have [done] this or that...or whatever.
In short, Could/Would are there for you to express doubts, possibilities, uncertainty, and stuffs...
Y'know, I should've teased you more but I didn't 'cuz I'm trying to tell you sth aobut English grammr and that's boring. ;-)
