I think "University of Washington" is also a proper noun in the same way as "Chulalongkorn University" because the word "University" starts with capital "U", which means it's a name of something like a person name that starts with capital letter. In this situation, you should not try to translate the phase word-by-word but rather treat the whole thing as a "name" of something.
If the phase "University of Washington" is to be translated word-by-word to imply that this university belongs to the state of Washington, the word "University" must start with lower case "u", i.e. university of Washington. Then, one can argue to put "the" in front of this phase.
If we strictly interpret this based on grammar, I believe (but I am not claiming that I am positively right) the following uses are correct.
University of Washington
The university of Washington.
99% of the time, this means the same thing i.e. the university that belong to the state of Washington usually carries the name "University of Washington".
The following uses are not strictly correct but are widely accepted as informal English because it's easy to and so many people make this mistake.
The University of Washington.
As for "the Standford University library", the word "Standford University" is simply used as an adjective, the real noun is "library" so "the" would not have anything to do with "Standford University", it's more like the + (any adjective) + library.
