In philosophical terms "there" is like a place-holder for whatever it is you want to talk about.
Statements like, "Go over there!" or, "Have you seen that there?" illustrate its most straightforward uses. In these examples it's a place or localised area, an object, or perhaps an event.
Putting a shelf up and exclaiming, "There!" when you've done it, still uses the word "there" like a crude sort of pointer, in this case drawing attention to the event or achievement, or perhaps its status as a completed job.
In the case of a person consoling someone else, patting their back with one hand and saying, "there, there" for the lack of a better consolation or reassurance it looks most like the word "there" is doing something different. I think it still seems like it's pointing at something, even if it's only the reasons why it will be alright in the end, when we lack words to voice these reasons more precisely. It's sympathetic, but kind of deliberately not getting involved in the complexities of a problem.
It can be used in a variety of ways, but my feeling is that they're all variations or extrapolations on its basic use.
