Thank you very much indeed for your response. And please forgive me for addressing you this way. It is hard not to do so since Ive known who you are.
My statement may be vague but it was wholeheartedly expressed based upon my experiences. However, I agreed that there are several factors contributing to the improvement of English proficiency. Just living in those English-speaking countries may not provide the improvement if one does not seek for opportunity or exposure where English expression is professional, challenged and expected to deliver with high quality. Meanwhile, for those who are in Thailand but always seek for several opportunities to engage in using English, of course with reliable sources, may have drastically improved his/her English skills. Yet, it is strongly dependent on quality of exposure and conditions where expression is performed.
Again, my statement seems to be somewhat over-exaggerated because it was meant to exclude those who have no attitude toward the improvement of his/her English proficiency. None of the places can bring upon such an improvement if one doesnt allow it to be happening or is not willing to do so. Besides, as you have said, improvement comes with practice. A lot of practices, I must say.
When I came up with this statement, I was actually not careful enough to notice that it was not complete. Its lack of a keyword, time, makes it less defined and therefore attracts disputation. What if the statement is re-written as given below;
However, it is also true that the improvement of his/her proficiency can only be acquired in the short period of time while living in the English-speaking countries".
Anyway, with or without the insertion of time, as a concerned variable, I still would like to stand firmly on an initial meaning of my statement where I intended to differentiate between good command and proficient use of English.
Because I would like to pointout that one can possess good command of English in Thailand through practices or any form of exposure, yet the enrichment of skills (proficient use/well-advanced skills) can only be acquired while living in English-speaking countries where exposures and learning conditions are cooperated. I also agreed that every rule has an exception. And I believe that you are one of the many exceptions when it comes to learning English because your excellent skills have been fostered while living in Thailand. Yet, I myself am another exception where my levels of English proficiency have been substantially improved while living in the USA, in comparison with when I was in Thailand.
Actually, I should have responded to you sooner; if it was not for me to make a small survey so confirm the definition of my statement. Thanks to the privilege of working in the USA, I was able to talk with several of my co-workers who are bilingual and native English speakers.
Probably, I should define good command of English and proficient use of English right now so that we will not be anymore confused.
My survey has not only widened my original definition but also provided the complete perspective toward the applications of these two terms. Most of the bilinguals believe that good command of English means the ability to use English clearly and confidently, but with sometime lack of advanced vocabularies and styles. We (including myself) trend to compare our expression between mother tongue and English and thus believe that we have high levels of proficiency in our first language while having good command in the second one. On the other hand, the native English speakers (non-bilingual) believe that good command of English means the ability to use English with confidence and for better advantages. An example is made, by them, saying that all diplomats must have good command of English so that advantages can be gained. Moreover, we believe that good command of English only cover the speaking andwriting skills.
Meanwhile, all of us (including myself) believe that proficient use of English means the ability to demonstrate the advance skills of English with accuracy, fluency, and with variety of discourse strategies. It also covers the excellent use of vocabularies and styles. We also believe that proficient use of English does not only cover speaking and writing but also includes listening and reading skill.
Since I have been writing this reply for so long and covering everything I wanted to explain, I should end it by now. It is needless to say that all above definition is subjective and only based upon limited information. My intention is to provide my perspectives and information. I also welcome anyones opinion so that we can learn from our differences.
