You must start from simple passages such as
http://www.voanews.com/specialenglish
Try to listen first. Then read the text. If you don't know any vocab, use Learners' Dictionary. If you study diligently during high school, you should be able to use E-E dictionary such as Oxford, Longman's, Collins because the defining words are limited to about 2000-3000 words only.
When I was at the last year in high school, I had no problem using E-E dictionary.
Some of my friends could use E-E when they were in MS.1 krub.
