Looking at you writing, I can tell you that you need to spent years of practice to attain proficicency in English. To hire a good teacher, the tuition fee will be astronomical.
If I have plenty of money, I shall be pleased to offer free English conversation lessons in exchange for a tour of Bangkok with my student taking me around shopping centers, talking to me in English and buying me a few beers...lol. Unfortunately, I don't have so much money, so I can't possibly offer such a good bargain at the moment.
Seeing that you have a limited budget, I suggest that you either go to tourist spots to talk to foreign visitors or use msn messenger or skype to chat with people from many parts of the world.
