Then you must start from very basic.
First read a good Grammar book and do exercises every day. Here is the good book, English Grammar in Use with Answer by Murphy. There is also a Thai edition by ศ. สุไร
You should finish this book in one month. Then start listening and read this website http://www.voanews.com/specialenglish
Once you get used to the slow reading and understand all the texts, just progress to normal speech at http://www.voanews.com
Meanwhile, if you have any problem with vocab, use E-E dictionary such as Longman's Contemporary. If you still don't understand, consult the meaning with this website. http://dict.longdo.com
Do it every day and at least 3 hours/day.
