I'd say In observance of Makha Bucha Day, [our Office/we] will be closed on Monday, March 1st, 2010. -or- [Our Office/We] will be closed on Monday, March 1st, 2010 in observance of Makha Bucha Day.
However, I've found Bank of Thailand uses the phrase "substitution for Makha Bucha Day (Sunday 28 February)" on its website here ---http://www.bot.or.th/English/FinancialInstitutions/FIholiday/Pages/2553.aspx
Another example from Royal Thai Embassy Washington, D.C.'s website..."Substitute H.M. The King's Birthday" http://www.thaiembdc.org/AboutEmb/EmbHolidays.aspx
