Not to discourage older people, it is not easy to start learning English again when you are 30+ because you will find that there are other priorities in life that need to be taken care of. There is an exception like in 6 when you are forced to learn to progress in your career.
I have an experience teaching Lao, Cambodian refugees 30 years ago. They were already accepted for migration to the US, but had to undergo English and cultural training first in refugee camps in Thailand (It was and still is cheaper to hire Thai teachers here than in the US, 4-10 times cheaper). They had incentive and could speak survival English in less than 3 months even though some could not even read/write in their own languages.
