Thai people use words with "meaning shift" so much that Thailand has already earned the title "The Land of Lies". When the OP writes "ไปลง...ใหม่ทั้งเครื่อง" he means his entire hard disk is completely formated for a new Windows installation.
"ผมเอาคอมพิวเตอร์ไปลงวินโดวส์ใหม่ทั้งเครื่อง"
is translated as
"I had a new Windows installed on my computer."
because the source text suggests that somebody else does the installation for him and on the hard disk, of course.
