ความคิดเห็นที่ 4 I stand corrected. It is quite rare to see a verb form after  VERB TO BE and still acts as adj. I thought it was passive voice, thinking that some forces (internal or external factors) put pressure on the authorities and thus forced them to have a strong resolve. Upon consulting dictionary, it is shown that DETERMINED can be an adj. Something bothering me. An example from WORDWEB, Determined or decided upon as by an authority eg.
