This is another testimony to the importance of the English language.
Anyway, I think it's possible that SOME employees will be able to improve their English withing a year and half, given that their jobs are at stake. Note that I use the word "improve," not "be proficient," because I don't think the company is going to fire its employees if they don't communicate in "flawless" English in the given time frame.
I'm curious, however, as to how English is being taught--the article does mention the morning meeting but doesn't really into detail.
