Because you are not familiar with the listening content. The only way is to listen/read a lot. VOA is a very good source. Do it often and gradually you will realise that your listening comprehension will improve.
I used to listen to BBC SW radio many hours/day 42 years ago. The first few months, I could not understand much due to my lack of extensive reading comprehension. But once my reading/vocab was good, my listening improved rapidly.
