I don't think this topic is not good in that English is more or less the lingua franca and practically every country in the world has English as a second/foreign language in their curruculum. I cannot imagine there is a cultural contrainst for a person who is not a native speaker but can teach English if that person is properly trained. In my over 40 years' experience, I have seen practically all nationalities who can speack/write English very well if they happen to be trained/gifted. At the same time, I also see terrible users of English from practically all nationalities.In my opinion, it is not the culture, but individuals that are the determining factors.
