My English was not good in MS1-4, coming at the middle of the class. It took me one year of intensive study (more than 4 hours everyday) in MS 4 and by the end of MS 4, I came first in class. On the mid-term English test in MS 5, I scored 100% correct in STRUCTURE part, which means my grammar was very good.
So, I said one year is enough to make your English serviceable in these days and age with all the good materials and technology available. It depends on the learner himself whether he can be good or not.
I never jotted down any vocab, not even once. I believe that being exposed to listening/writing often is the key. Why? I got the idea from advertisements. We can remember ads even though we don't really pay attention to them. By being exposed to the ads very often, you just could not forget. The same could be said about English. When I was in high school, I read more than 500 English books in ONE YEAR, mostly graded readers and some were textbooks. I also did a lot of exercises about past exam tests (Entrance, Toefl).
