No other place is better than at home. Why? If you want to study overseas, you need to study by yourself and must be able to read and understand text. Toefl preparation text is really easy to read and master. If you cannot pass even the first hurdle, do you expect to be able to understand lectures and read many texts in unversities?
Believe, Toefl is really easy when compared with the real thing. In my time over 30 years ago, those who could pass Toefl test and were accepted to study, many found it hard to study texts by themselves because their English was not good enough. They went to an English tutorial school and crammed vocabs, grammar just only to pass Toefl without really mastering the English language. But those who did not find it hard to study were the ones who studied Toefl texts by themselves at home.
