"John is sociable" means that he is friendly and can easily engage in small talks.
"John is extrovert" means that he tends to express his feelings/opinions openly, and sometimes loudly.
"John has a pleasant personality" means that he is polite, friendly and that people find it easy to talk with or want to be associated with.
"John has a good interpersonal skill" means that he can deal effectively with strangers in all walks of life, which may or may not need to be friendly.
"John is friendly" means that he is easy to talk with, can easily smile.
You can have good interpersonal skills without being friendly. Sometimes being friendly is not appropriate in dealing with certain situations that require good interpersonal skills.
