In CPE (Certificate of Proficiency in English) exam (held by University of Cambridge), candidates are required to restate sentences differently on the condition that the new sentences convey the same meanings as the original ones.
If you study CPE exam preparation textbooks, you should be able to acquire these skills up to a certain level.
After passing the CPE exam, I earned my living from translation of official Thai texts into English. In my work, I noticed that the Thai sentence structure and word order exerted tremendous influence on my English translation that it became almost unreadable! I had to apply the CPE skills in variation of sentence patterns to my Thai-English translation over the past 15 years.
Final accomplishments: Six months ago, a Thai student who studied in a British university copied and pasted texts from many foreign websites and had them incorporated into one large file for her dissertation. She hired me to restate the entire texts for submission to her university on the condition that she should not be found guilty of plagiarism. I did accomplish the task. Mind you, it took me 15 years to master such skills!
