I think saying that someone is turning you on is always referring to something that excites you sexually as #1 described. You can also say that someone is turning you off, which means the opposite -- they are doing something that would make you NOT want to have sex with them. It could also be something disgusting in general, like seeing someone who hasn't washed their hair in weeks, or it could be something that you personally do not find attractive in the opposite sex, for example, a woman who does not shave her armpits or a man with buck teeth and a big belly. "Did you see all of her body hair? Man, that's a total turn-off for me." "Body hair on women really turns me off." "His teeth really turn me off!" It turns me off when I see guys with big bellies. The example you gave sounds awkward to me. Where did you get that question from? I don't think anybody would ask a question like that. Not that what you posted is incorrect. It just sounds weird to me.
