In an argument, "hand waving" is drawing or assuming conclusions without evidence. Outside of an argument, it typically refers to skipping over a complex explanation or assuming it is obvious. E.g., "Sam did a lot of HandWaving when asked how the rendering engine would work."

The term handwaving is an informal term that describes either the debate technique of failing to rigorously address an argument in an attempt to bypass the argument altogether, or a deliberate gesture and admission that one is intentionally glossing over detail for the sake of time or clarity.
How can I explain this in a more simple term?
One way of putting it is when you are having an argument or a talk or a discussion with someone and you cannot be bothered to carry on so you would just agree or disagree, as the case may be, without thinking about it clearly so as to end the conversation quickly.
That action of yours may be called 'handwaving' (hand waving).
