You can only understand what you listen to only when you know the subject matter. The best way to do that is to read first and if you can understand the reading material 100% without consulting dictionary, I am sure you will have no problem understanding when you listen.
You can test yourselff by going to this website and read various news. See if you can understand them. If you can't, practice more reading, use E-E dictionary. Once you understand the passage, just click on the speaker to listen. Do this often and your listening comprehension will improve.
