Underlying this pressure were claims that after years of rapid economic growth and foreign capital inflows, the pegged exchange rate undervalued the yuan by as much as 40 percent. In turn, the cheap yuan was helping to fuel a boom in Chinese exports to the West, particularly to the United States where the trade deficit with China expanded to a record $10 billion in 2004. Job losses among American manufacturing companies created political pressures in the United States for the government to push Chinese to let the yuan float freely against the dollar. American manufacturers complained that they could not compete against "artificially cheap" Chinese imports. In early 2005 Senator Charles Schumer and Lindsey Graham tried to get the Senate to impose a 27.5% tariff on imports from China unless the Chinese agreed to revalue the currency against the U.S. dollar. Although the move was defeated, Schumer and Graham vowed to revisit the issue. For its part, the Bush Administration pressured China from 2003 onward, urging the government to adopt a more flexible exchange rate policy.

Keeping yuan pegged to the dollar was also becoming increasingly problematic for the Chinese. The trade surplus with the United States, coupled with strong inflows of foreign investment, led to a surge of dollars into China. To maintain the exchange rate, the Chinese central bank regularly purchased dollars from commercial banks, issuing the yuan at the official exchange rate.  As a result, by mid 2005 China's foreign exchange reserves had risen to more than $700 billion. The Chinese were reportedly buying some $15 billion each month in an attempt to maintain the dollar/yuan exchange rate. When the Chinese central bank issued yuan to mop up excess dollars, the authorities in were effect expanding the domestic money supply, leading to a growing concern that excessive lending could create a financial bubble and a surge in price inflation, which might destabilize the economy.

จีนยังผูกติดค่าเงินหยวนไว้กับเงินดอลลาร์สหรัฐยังกลายเป็นปัญหาเพิ่มมากขึ้น  สำหรับจีนนั้นส่งผลให้การค้าของจีนเกินดุล ควบคู่ไปกับการหลั่งไหลของเงินดอลลาร์เข้ามายังในประเทศจีน เพื่อรักษาอัตราการแลกเปลี่ยน ธนาคารกลางจีนจึงซื้อดอลลาร์จากธนาคารพาณิชย์อย่างสม่ำเสมอเพื่อเป็นเงินหยวนไว้สำหรับอัตราแลกเปลี่ยน ต่อมากลางปี 2005 สาธารณรัฐประชาชนจีนอนุญาตให้เงินหยวนแข็งค่าขึ้นอย่างช้าๆ สูงถึง 700 พันล้านดอลลาร์ จีนได้รายงานว่ามีการซื้อถึง 15 พันล้านในแต่ละเดือนเพื่อรักษาระดับอัตราการแลกเปลี่ยนเงิน  จากการที่เงินหยวนแข็งค่าขึ้นทำให้การส่งออกจากสหรัฐอมริกาไปยังสาธารณรัฐประชาชนจีนเพิ่มขึ้น การนำเข้าจากสาธารณรัฐประชาชนจีนไปสหรัฐอเมริกาลดลง ส่งผลให้ลดการขาดดุลการค้าของสหรัฐอเมริกา  สาธารณรัฐประชาชนจีนให้อัตราแลกเปลี่ยนหยวนสามารถปรับเปลี่ยนได้ขึ้นอยู่กับอุปสงค์อุปทานในตลาดซึ่งอ้างอิงอัตราแลกเปลี่ยนกับตะกร้าเงินสกุลสำคัญ ส่งผลให้เงินหยวนแข็งขึ้น ในความเป็นจริงเงินหยวนไม่ได้มีการแลกเปลี่ยนแบบลอยตัว



On July 25th 2005, the Chinese finally bowed to the pressure. The government announced it would abandon the peg against the dollar in favor of a "link" to a basket of currencies, which included the euro, yen, U.S. dollar. Simultaneously, the government announced it would revalue the yuan against the U.S. dollar by 2.1%, and allow that value to move by 0.3% a day. The yuan was allowed to move by 1.5% against other currencies.

วันที่ 25 เดือนกรกฎาคม พ.ศ. 2545 ธนาคารกลางจีนได้ประกาศปรับขึ้นค่าเงินหยวนต่อดอลลาร์สหรัฐ 2.1% จากระดับ 8.28 หยวนต่อดอลลาร์สหรัฐ เป็น 8.11 หยวนต่อดอลลาร์สหรัฐและเปลี่ยนระบบอัตราแลกเปลี่ยนจากระบบผูกติดค่าเงินหยวนไว้กับเงินดอลลาร์สหรัฐ เป็นระบบตะกร้าเงิน (ผูกค่าเงินหยวนกับเงินสกุลหลักหลายสกุล) โดยธนาคารกลางจีนจะคำนวณอัตราแลกเปลี่ยนรายวันเฉลี่ยของหลายธนาคาร เพื่อประกาศใช้เป็นอัตรากลางในวันทำการถัดไป ซึ่งธนาคารพาณิชย์จะสามารถปรับช่วงความเคลื่อนไหว (band) ของค่าเงินหยวนเทียบกับดอลลาร์สหรัฐ ได้ไม่เกิน 0.3%  หยวนได้เพิ่มขึ้นประมาณร้อยละ 1.5 เมื่อเทียบกับเงินสกุลอื่น ๆ



Many American observers and politicians thought that the Chinese move was too limited. They called for the Chinese to relax further their control over the dollar/yuan exchange rate. The Chinese resisted. By 2006, pressure was increasing for the Chinese to take action. With the U.S. trade deficit with China hitting a new record of $202 billion in 2005, Senators Schumer and Graham once more crafted a Senate bill that would place a 27.5% tariff in Chinese imports unless the Chinese allowed the yuan to depreciate further against the dollar. The Chinese responded by inviting the senators to China and convincing them that the country would move progressively towards a more flexible exchange rate policy.

ผู้สังเกตการณ์อเมริกันหลายคนและนักการเมืองคิดว่าการย้ายฐานไปจีนถูกจำกัดมากเกินไป พวกเขาเรียกร้องให้จีนการแก้ปัญหาความไม่สมดุลโดยใช้นโยบายการเงินและการค้าที่เข้มงวดมากขึ้น จะเป็นแรงกดดันต่อนโยบายอัตราแลกเปลี่ยน โดยปี 2006 ความกดดันที่เพิ่มขึ้นสำหรับจีนในการที่จะดำเนินการกับสหรัฐฯขาดดุลการค้ากับจีนสถิติใหม่สูงถึง 202 พันล้านดอลล่าร์ ในปี 2005 สหรัฐจึงเรียกร้องให้จีนเพิ่มค่าเงินหยวนให้สอดคล้องกับค่าที่แท้จริง แต่มิได้รับการตอบรับจากจีนเท่าที่ควร ดังนั้นวุฒิสมาชิก Schumer และ วุฒิสมาชิก Graham จึงเสนอกฎหมายฉบับนี้ขึ้นเพื่อหวังกระตุ้นให้จีนยอมปรับค่าเงินหยวน ขึ้นอีก ทั้งนี้ตัวเลข 27.5% ตามข้อเสนอของวุฒิสมาชิกทั้งสอง เป็นตัวเลข ประมาณการค่าเงินหยวนที่ต่ำกว่าเป็นจริง ณ เวลาที่ทั้งสองเสนอร่างกฎหมายฉบับนี้ อย่างไรก็ดี มีความวิตกจากหลายฝ่ายว่ามาตรการเก็บภาษีเพื่อตอบโต้ค่าเงินหยวนที่ต่ำเกินไป ขัดกับกฎระเบียบภายใต้องค์การการค้าโลกโดยตรง ดังนั้น หากสหรัฐฯผ่านกฎหมายฉบับนี้ อาจจะมีความเสี่ยงสูงที่จะถูกจีนฟ้องร้องต่อองค์การการค้าโลกได้
